Power Starr, was getting the Chameleon, in trouble with his bosses, especially the Kingpin, as he was expecting that the Chameleon, would be able to handle Power Starr, once she had lost her power belt, and had the Claw along with the Dampener placed about her neck. This was something that the Chameleon along with the other goons of the Kingpin had started doing, was placing the heroines inside their own pantyhose as an encasement bind.
